D12 – Cross compliance rules: environmental relevance and verification

The aim of this paper is to examine the degree to which national or regional cross compliance obligations, as set by the competent administrations of certain Member States, could be thought of as responses to existing environmental concerns that exist at the interface between agriculture and environment. Furthermore it attempts to see whether these measures are meaningful to, and hence applied by farmers.
