Effective enforcement needs a good legal base: final report of the IMPEL better legislation project

This report for IMPEL examines a range of problems that are found in EU environmental legislation which affect its enforceability, such as issues of clarity, consistency, specificity, etc. Each is examined, with examples from across the acquis. Recommendations are made to the EU institutions to improve lawmaking and suggestions made as to how better to involve IMPEL members in the process and, therefore, contribute their experience of practical enforcement.
