Simple is better, effective regulation for a more competitive Europe: The 1996 IPPC Directive

This report examines the administrative burdens associated with the implementation of the IPPC Directive. It was written for the Dutch Ministry of the Environment to support discussion at a conference on better regulation in Amsterdam in 2004. Although the conference focused on ‘burdens’ arising from EU legislation, the report finds that there have been few complaints about the IPPC Directive and much depends on how Member States implement it (ie national practice) and what Member States did before the Directive was adopted.
