In her first term as President of the Commission (2019-2024), Ursula von der Leyen’s flagship European Green Deal policy resulted in a significant number of environment and climate measures being passed. However, Von der Leyen’s second term as Commission President (2024-2029) has been characterised by a change of tone, with a new emphasis on industrial competitiveness including regulatory simplification and reducing administrative burdens. This has included a controversial programme of simplification initiatives, often known as ‘Omnibus packages’.
This EU Regulatory Simplification ‘Omnibus’ Tracker monitors six omnibus packages relevant to sustainability and environmental regulations: Omnibus I on CBAM & Sustainable Finance; Omnibus III on the Common Agricultural Policy; Omnibus VI on Chemicals; Omnibus VIII on environmental legislation; Omnibus IX on the automotive industry; and Omnibus X on food and feed. The tracker provides a summary of their key elements and measures, and will be updated on a quarterly basis.
